Most speed tests measure "burstable speeds", which are what you use when you surf the web, check email, etc. You "burst" to a page (e.g. a news page) then scroll and read. While you are doing that, there is no Internet activity. Then you click on a link (e.g. an interesting news story) and you "burst" to that page. But again, you are not using any Internet now. Think of bursting like a sprinter in a race - fast but short run. But then you click on a video instead of another news article!

Once you click on a video (or stream TV or a movie), you enter "sustained speeds." A sustained speed is a slow but long download. Think of a marathon runner - slower pace and longer run.
